Keyword stuffing is considered to be an unethical search engine optimization techniques. It occurs when a web page is loaded with keywords in the meta tags or in content.
Studies looking at thousands of the top search results across different queries have found that keyword repetitions play an extremely limited role in boosting rankings, and have a low overall correlation with top placement.
Search engines algorithm are now well equipped to deal with that sort of unethical or blackhat SEO technique.
Here’s How Google Defines Keyword Stuffing
"Keyword stuffing" refers to the practice of loading a webpage with keywords or numbers in an attempt to manipulate a site's ranking in Google search results. Often these keywords appear in a list or group, or out of context (not as natural prose). Filling pages with keywords or numbers results in a negative user experience, and can harm your site's ranking. Focus on creating useful, information-rich content that uses keywords appropriately and in context.
